This is the full report of Project EQuIPD—Engaging Quality Instruction through Professional Development—which provided two years of intensive professional development to help teachers learn to think more strategically about how to improve student outcomes using technology-based inquiry instruction.

The focus of this publication is largely devoted to how time can best be used to improve the teaching and learning of mathematics, and ultimately the performance of students on measures of mathematics achievement.
