The Region 6 Comprehensive Center (RC6) provides state-level support to the South Carolina Department of Education (SCDE), as well as to some of the 79 Local Educational Agencies (LEAs) throughout the state. SCDE’s vision is for all students to graduate prepared for success in college, careers, and citizenship. A goal within this vision is that by 2022, districts will have available a system of personalized and digital learning that supports students in a safe learning environment to meet the Profile of the South Carolina Graduate.
The RC6 supports the SCDE as it gathers and synthesizes data around its statewide MTSS initiative and equitable opportunities for students to meet the Profile of the South Carolina Graduate. The driving forces behind much of the RC6’s technical assistance and consultative services are to provide positive school climates through student supports and family engagement and supporting low-performing schools.
The RC6 provides consultative services to improve lines of communication across program offices to strengthen the SCDE’s key support systems, specifically for Comprehensive Support and Improvement (CSI) and Targeted Support and Improvement (TSI) schools.
Aligning support services across departments in this way will help SCDE develop an efficient, comprehensive service delivery system that includes differentiated proactive supports to LEAs. This work also creates a strategic roadmap for SCDE with priority objectives, measures and projects that bolsters the strategic planning initiative of the newly reorganized Office of Federal and State Accountability (OFSA).
The Region 6 Comprehensive Center (RC6) addresses HLP 1 in South Carolina by providing individualized consultative services to improve lines of communication across SCDE program offices to enable better alignment and coordination of key support systems to low-performing schools and their districts.
State law, ACT 213, directed South Carolina LEAs to begin implementing Multi-Tiered System of Supports (MTSS) for the 2019-20 school year. The state’s MTSS is a systematic, continuous-improvement framework in which data-based problem solving and decision-making is practiced across all levels of the educational system. The effort targets improving student achievement, social-emotional development and student behavior.
The RC6 supports the SCDE in its MTSS implementation through technical assistance and information gathering specific to how districts analyze and choose K-3 reading screeners. Three quarters of all LEAs in South Carolina have waiver requests related to the use of universal reading screeners. RC6 is helping to better understand the range of LEA perspectives to reduce the need for such waivers. This also creates a sustainable feedback loop from LEAs to SCDE to continuously improve all facets of scaling up MTSS statewide.
The Region 6 Comprehensive Center (RC6) addresses HLP 4 in South Carolina by supporting its Multi-Tiered System of Supports (MTSS) implementation and scale-up. The MTSS initiative works to improve student achievement, social-emotional development and student behavior — all important aspects of positive school climates.
Don D. Doggett serves as the Region 6 Comprehensive Center SEA Principal Liaison for South Carolina. Prior to serving the RC6, Mr. Doggett worked as a Superintendent of Schools, served as a Senior Technical Assistance Consultant at SEDL at the American Institutes for Research, and served as the Director of an Early Head Start Child Care Partnership (EHS-CCP) Grant. A former state turnaround principal of two elementary schools, Mr. Doggett has worked in urban and rural parts of the state. Mr. Doggett’s interests include leadership development , school improvement, school turnaround, reading and literacy, data-driven decision-making, change process, professional learning communities, technology, and family and community engagement
