The appointed homeless liaison in a charter school and in an LEA is required to attend the compliance forum per U.S.C. § 11432(g)(1)(F)(ii) of the McKinney-Vento Act.
Making sure school districts are in compliance with the McKinney-Vento Act (i.e., ensuring that school personnel are identifying and enrolling students immediately, that services to are being provided, and that barriers to homeless students receiving an education are being eliminated) is not always easy. The compliance forums allow for continued learning opportunities, including opportunities to discuss the challenges and requirements in the delivery of services, and sharing successful strategies with other districts.
The NCHEP 2017-2018SY McKinney-Vento Regional Compliance Forums are for ALL Homeless Liaisons, even if you attended the New Homeless Liaison Compliance Training on September 7th. Regional Compliance Forums are intended for District Homeless Liaisons only. Please contact the State Coordinator's office for approval of other staff to attend a compliance forum prior to registering. Please note: Separate compliance forums are being offered for this fall for LEAs and charter schools (see registration information below).
This year, the NC Foster Care program will be offering regional compliance forums for LEA Points of Contact, which will be held the afternoon of the NC McKinney-Vento Compliance Forums for each region. The purpose of the Foster Care Forums is to ensure LEA POCs understand and are complying with the new ESSA requirements as it relates to ensuring school stability for children in foster care. This includes coordination between the local DSS agency and LEA, immediate enrollment, Best Interest Determination (BID) meetings, cost sharing, transportation and data sharing.

McKinney-Vento Regional Compliance Forums and Foster Care Regional Compliance Forums will be held on the same day and in the same meeting location, with McKinney-Vento sessions being held in the morning and Foster Care sessions held in the afternoon (see the agenda below for more information) in order to minimize travel for those McKinney-Vento Homeless Liaisons who may also serve as the Foster Care Point of Contact.
- Homeless Liaisons and Foster Care Points of Contact in LEAs should plan to attend the forum listed in their own region.
- Homeless Liaisons and Foster Care Points of Contact in charter schools from adjacent regions will be combined into one forum.

PLEASE NOTE: Only those who are both the Homeless Liaison and the Foster Care Point of Contact for their LEA or charter school need to attend the full day. Homeless Liaisons who are not the Foster Care Points of Contact do not need to stay for the afternoon session. Likewise, Foster Care Points of Contact who are not the Homeless Liaison do not need to attend the morning session.
